Seasonal Worker Programme

For Australian employers in the agriculture and accommodation industries who are experiencing a skill shortage in the local market, the Seasonal Worker Programme offers access to a reliable workforce, who are able to return to your business season after season.

Due to a recent expansion of the Seasonal Worker Program, Australian businesses in the Agriculture and Accommodation industries can now benefit from the removal of an annual limit on the number of seasonal workers in the program - meaning that the programs uptake will now be determined by the unmet demand for labour.

Current Industries

At present businesses in the following parts of the Agriculture industry can participate in the program:

  • Horticulture
  • Aquaculture
  • Cane
  • Cotton
  • Pastoral (including dairying, poultry hatchery, livestock management and land treatment)

Similarly businesses in the Accommodation industry can employ workers in a range of positions including:

  • baristas
  • food and beverage attendants/waiters
  • café workers
  • garden labourers
  • housekeepers
  • kitchen hands
  • public area cleaners

Once approved, employers have several responsibilities to meet in order to retain their status as approved employers, all of which can be managed with the assistance of TSS including labour market testing, compliance with migration legislation and reporting to government departments.

Becoming an Approved Employer

Once approved by the Australian Government, Employers may recruit seasonal workers from approved sources through the Programme. This involves a Deed of Agreement with the Department of Jobs and Small Business and also an approved Temporary Activities Sponsor application with the Department of Home Affairs.

Organisations, including labour hire and contractors, seeking to become Approved Employers must meet the following criteria:

  • Belong to specific parts of the agriculture, accommodation or tourism industry
  • Fall into specific geographic regions (in some cases)
  • Have been in operation for at least 5 years
  • Maintain a record of compliance with immigration and workplace relations
  • Is committed to employing Australian job seekers first
  • demonstrates an understanding of an approved employer’s obligations under the Seasonal Worker Programme

Newly approved Employers general face what is know as a recruitment cap on their first placement of seasonal workers, allowing employers the opportunity to adjust to their obligations and responsibilities under the programme whilst working with a manageable number of seasonal workers.
